Turkish government illegally forms its own intelligence agency- CHP

Turkey’s Police Intelligence Agency has obtained information from an unregistered institution named "the Presidential National Security Institution", CHP deputy Bülen Tezcan claimed after a Central Executive Committee (MYK) meeting. Stating that there is no such official institution in the Republic of Turkey, Tezcan defined the purpose of this unit as being "illegal intelligence gathering activity" for the AKP government.

"This is a process of creating a new parallel state. Those who are in a state of enthusiasm for a presidential regime that is not legally legitimized are responsible for the establishment of these secret organizations on behalf of a de facto presidency that does not have any legal grounds," he said.

Stating that Turkey is swiftly moving towards becoming a counterintelligence state, Tezcan underlined that the one-man regime is focused on transforming the state order and seizing it under the control of the one-man.

'SPECIAL INTELLIGENCE AGENCIES ARE BEING FORMED'

Based on an official report allegedly taken from a court file about terror crimes, Tezcan revealed that Turkey’s security agency gets information from another unit, an issue also being investigated by judicial bodies. "One of the sources cited by the Security Agency’s investigations is an unrecorded institution named the Presidential National Security Institution", Tezcan said.

"There is no such organization defined within the limits of the law. If there’s such a thing, it is a secret, illegal organization. These organizations, which are illegally blacklisting the people, are criminal organizations before the law", he added.

Tezcan called on the government to disclose those who have illegally blacklisted citizens and formed these criminal organizations.   

POLICE DENY CHP'S 'ILLEGAL INTELLIGENCE' ALLEGATIONS 

The National Police Directorate has denied CHP's claims of collection of unlawful intelligence via Presidential National Security Institution.

In a written statement, the police directorate stated that the branch office of crimes against national security was formed on May 12, 2016, under the directorate of anti-smuggling and organized crime (KOM).

The police said the term is an abbreviation for the "directorate of crimes against the national security branch under the department of anti-smuggling and organized crime" in a written statement on Aug. 9.

"Within the framework of the struggle against FETÖ [Fethullahist Terrorist Organization], a data pool which is formed under the KOM is opened to the investigation of related KOM branches in order to meet the requests of the judicial bodies,” it said. 

The police stated that the document has shown KOM as the addressee and the term “presidency” refers to the “department.”
“In order to avoid misinforming the public, the General Directorate of the Police would have provided the necessary information to the honourable lawmaker had they requested information about the issue in the first place,” the statement read.
