Russian President Vladimir Putin on Tuesday congratulated in a phone call Turkish President Recep Tayyip Erdoğan on the "positive results" of the referendum on amendments to the Constitution stipulating broader presidential powers, the Kremlin press service said.

"Vladimir Putin congratulated Recep Tayyip Erdoğan on the successful outcome of a referendum on constitutional changes in Turkey," the press service said in a statement.

According to the statement, Putin and Erdoğan exchanged of views on the situation in Syria and stressed the need to strengthen the ceasefire regime in the war-torn country, as well as topromote the inter-Syrian negotiation process in the Astana and Geneva formats.

The leaders also reiterated the importance of a thorough and impartial international investigation into the alleged chemical weapons attack in Syria's Idlib province, the Kremlin said.

The call came after US President Donald Trump called Turkish counterpart Erdoğan to congratulate him on "winning" the presidential referendum expanding his authority. A Jihadist group in Syria, Ahrar al-Sham has also congratulated Erdoğan.

Erdoğan claims referendum win despite organised frauds. The vote was marred by irregularities. Illegal acts were being carried out in favour of the Erdoğan's ruling AKP party in Sunday's referendum on expanding the powers of the presidency. 

A last-minute decision by the YSK electoral board to allow unstamped ballots in Sunday's presidential referendum was clearly against the law, Turkey's bar association said.
