A citizen who was beaten by the police while in custody pressed charges against the officers in duty, a local media reported. However, the Public Prosecutor's Office in Trabzon city decreed that officers performing their duties within the confines of statutory decrees cannot hold legal, administrative, pecuniary and criminal liabilities. The Public Prosecutor's Office has terminated the investigation accordingly.

Following the July 15 coup attempt, the ruling AKP government had declared state of emergency in Turkey. Numerous statutory decrees have been put into action since then. The ruling AKP government takes advantage of the state of emergency through these overtly anti-democratic statutory decrees to implement anti-public practices. Emergency rule was imposed after the attempted coup and then extended for a second three-month period in October. Turkey's parliament on January 4, approved extending the government's emergency powers until April 20.
