Militants groups in Syria have decided to attend Syria talks backed by Russia and Turkey in Kazakhstan.

The militants groups took the decision at meetings underway in Ankara, and are now working to form a delegation that will be headed by Mohammad Alloush, the leader of Jaish al-Islam group, Alloush told Reuters. 

Jaish al Islam terrorist group used dozens of captives, believed to be Alevis, in metal cages as "human shields" in the outskirts of Damascus.

Turkey's foreign minister said on Saturday that Ankara and Moscow had decided to invite the United States to attend. A Kremlin spokesman did not confirm that on Monday.

The militants groups that will attend the talks include Free Syrian Army (FSA) factions.

The talks are scheduled for Jan. 23 in Astana.
